Most change work skips the diagnostic. You see the gap, but not the cause. So the organisation reaches for the intervention it knows best: more training, more communication, more incentives, more leadership messaging. The problem is that different barriers need different fixes. A capability problem, a motivation problem, and a system-design problem should not receive the same intervention — but they usually do, and that's why so much change spend doesn't move behaviour. SHIFT uses evidence-based behavioural science frameworks (COM-B, TDF, the Behaviour Change Wheel) to make that diagnosis structured and repeatable.
