Culture is what people do when no one is watching. So what do they do?
Culture is what people do when nobody's watching. So the operational question isn't "what are our values?" — it's "what are people actually doing, and what's keeping them doing it?" Culture programmes get vague because they treat culture as a set of beliefs to install rather than a set of observable behaviours produced by the system. When you reframe culture as behaviour, three things become possible: you can describe it concretely, you can diagnose why specific behaviours show up or don't, and you can intervene at the level of conditions rather than values posters.
